The global objective of the assignment is to enhance the methodology and to prepare the launching of the activities of the County Development Programme.
The specific objectives of this assignment are as follows:
· Analysis of the key issues regarding the context of the CountyDevelopment programme and, based on this analysis, proposal of a methodological framework for its implementation
· Preparation of Contribution Agreement with UNDP
· Preparation of terms of reference, documents for procurement and start-up programme estimate for the technical assistance to be contracted directly by the EC
