Detailed description of project:

Overall objective of the project of which this contract will be a part is as follows: Proper protection of the future external borders of the EU through a modernised Turkish Customs Administration (TCA) to ensure that it is in a position to fulfill the tasks and obligations of an EU Member States Customs Administration. The purpose of this contract is as follows: EU compatible Customs IT systems (NCTS applications) installed and fully operational at the end of the project and in line with the EU requirements in terms of interconnectivity and interoperability. The project will assist the TCA to design, develop, implement and test the New Computerised Transit System (NCTS), integrated into a revised and web-based BİLGE platform and assure the training of the TCA officials with the new system through the provision of technical assistance for: · implementation of a Customs Transit System fully compliant with the latest, published and approved official version of NCTS · interconnection to the present TCA application (BILGE) · connection with the communication platform CCN/CSI (Common Communication Network/Common System Interface) and inter-operability testing; · design and delivery of comprehensive training programmes, documentation and facilities for Customs and IT personnel involved in the operation of the new system
